Using a #knife{}, halve, peel, and finely chop @yellow onion{2%unit}. Core, seed, and remove the white veins from @green bell pepper{2%unit}; cut into thin strips, then cube. Cut @celery{2%stalk} into 1/2-inch pieces. Thinly slice @scallions{4%unit}.

Heat 1 tablespoon @olive oil{2%tbsp}(divided) in a #pot{} over medium heat. Add onion, celery, and half the green bell pepper. Season with @salt{} and @pepper{}. Cook for about ~{5%minutes} until softened.

Add @rice{1.5%cup}, @cumin{2%tsp}, @chili powder{2%tsp}, and a pinch of @cayenne pepper{2%tsp} (careful, it's spicy!). Cook for ~{1%minute}, stirring, to toast.

Add @diced tomatoes{2%can}, @veggie stock concentrate{2%unit}, and @water{2%cup}. Bring to a boil, then reduce to a simmer. Cook for 15-20 minutes (~{20%minutes}), stirring occasionally, until rice is tender.

Season @shrimp{20%oz} with salt and pepper. Add shrimp and remaining bell pepper to the pot and stir. Cook for about 3-5 minutes (~{5%minutes}), until shrimp are pink and opaque in the center.
